What does the FEC Administrative Improvements Act do?

Section 3 rewrites 52 U.S.C. 30102(h)(1) to let political committees make disbursements by means other than a check drawn on the committee's account. Requires electronic FEC filing for persons making electioneering communications and lets political committees pay by methods other than check.
