What does the FEC Administrative Improvements Act do?

HR 8738 is a House bill sponsored by Rep. Joseph D. Morelle (D-NY-25). Makes two changes to the Federal Election Campaign Act of 1971. Section 2 amends 52 U.S.C. 30104(a)(11)(A)(i) so that the electronic filing requirement covers persons who "make[] electioneering communications," not just those making expenditures. Section 3 rewrites 52 U.S.C. 30102(h)(1) to let political committees make disbursements by means other than a check drawn on the committee's account. Requires electronic FEC filing for persons making electioneering communications and lets political committees pay by methods other than check.
