Biography
Earl LeRoy "Buddy" Carter is an American politician serving as the U.S. representative for Georgia's 1st congressional district since 2015. A member of the Republican Party, Carter was a member of the Georgia State Senate from 2009 to 2014.

“Let me be clear, healthcare outcomes should not depend on your ZIP Code. Today, for millions of Americans living in rural communities, that is exactly the reality. Rural residents face serious barriers to care: provider shortages, long travel distances, hospital closures, and limited access to specialists. The consequences are real. Rural Americans experience a 43-percent higher mortality rate compared to those in urban and suburban areas. That is simply unacceptable. This legislation is about addressing those disparities head-on.”

“I rise today to voice my support for S. 1582, the GENIUS Act of 2025, which will provide a clear regulatory framework for the issuance of stablecoins in the U.S. This bipartisan, industry-supported bill will finally give the stablecoin asset class clear rules of the road for the issuance and use of digital assets. The GENIUS Act will establish standards so that issuers are credible and stablecoins are quality assets in a rapidly innovating digital market.
