“H.R. 8428, the Federal Fraud Prevention Workforce Training Act, is legislation that would address a central concern of the American people, which is fraud and waste in government. Every dollar lost to fraud is a dollar that cannot be used to serve the American people. Yet, over the last 20 years, at least $3 trillion in improper payments have been made by the American Government. Our bipartisan bill protects taxpayer dollars by creating a universal Federal training program to fight fraud.”

“Across America, workers exercise one of the most fundamental rights protected under our labor laws--namely, the right to organize and bargain collectively. Yet, far too often, after workers vote to form a union, they are forced to wait months and even years before seeing the benefits of that decision. In fact, the average time to secure a first contract exceeds 450 days. During that time, workers can face uncertainty, delays, and frustration while negotiations drag on with no clear path to resolution. There are countless examples.”

“Mr. Speaker, I have helped lead bipartisan efforts to ban stock trading by Members of Congress, and I am deeply frustrated that the majority refuses to take the issue seriously enough at this crucial time when Congress' stock is at an all-time low. We should not be playing partisan games on this. The Republican majority is pushing a bill that still allows Members of Congress to hold, sell, and even buy certain individual stocks.”

“This bipartisan bill reverses an illegal executive order that stripped collective bargaining rights from roughly 67 percent of the Federal workforce, so more than two-thirds of the Federal workforce. Removing their limited bargaining rights does not improve efficiency. It threatens the integrity of our civil service. These rights exist for one essential reason: to shield Federal employees from political pressure so that they serve the American people, not the agenda of any one President or political party.”
