What to Watch

Government funding — deadline September 30, 2026. The Consolidated Appropriations Act, 2026 funds the government for the fiscal year ending September 30, 2026. The House has already passed its stopgap: H.R. 9770 would continue funding through December 4, 2026. As of this update it awaits Senate action.

FISA Section 702 — lapsed June 12, 2026. Section 702 surveillance authority (title VII of the Foreign Intelligence Surveillance Act) was extended twice this Congress — H.R. 8322 through April 30, 2026 (Pub. L. 119-84) and S. 4465 through June 12, 2026 (Pub. L. 119-87). On June 11 the House rejected a further extension (H.R. 9238) under suspension of the rules, 198-218 (Roll 221), and the authority expired at the end of June 12. No Section 702 reauthorization appears in the 119th Congress's enacted laws as of this update. Under the statute, existing Section 702 authorizations run for up to one year from their effective date.
